Taxi Commission Bows Out; MTA Steps In

City’s Transportation Agency Takes Over Taxi Regulation

After 10 years of sometimes colorful, occasionally raucous and seemingly interminable meetings, frequently capped by controversial decision-making, the Taxi Commission held its final session Feb. 24. On March 1, its powers were transferred to the San Francisco Municipal Transportation Agency (MTA), which also oversees Muni and Parking and Traffic.

MTA Names Taxi Director

The transfer of regulatory authority over taxis to the San Francisco Municipal Transportation Agency (MTA) brings with it a new director in charge of industry oversight. Former Deputy City Attorney Christiane Hayashi has been appointed the agency’s Director of Taxis and Accessible Services. In addition to taxi regulation, her department oversees the paratransit program and accessible transit services.

Emissions Scores Still Falling Short

San Francisco's cab fleet came closer to the city's emissions goals during the last three months of 2008, but average emissions are still behind an annual target. The program, which began last July, set a goal for newly introduced vehicles of no more than 38 tons of greenhouse gas (GHG) emissions per vehicle per year.

Ramp taxis are not included in the calculations. The six-month GHG score for the fleet as a whole was 40.10, an improvement over the first quarter score of 44.14. But only nine companies were on track to meet the yearly standard, while 10 were not. (Thirteen companies were unrated because they introduced no new vehicles or the required information was lacking.) In the first quarter, only three companies met the standard.

The city's two largest companies, Yellow Cab, at 35.88 and Luxor Cab, at 35.5, both met the goal. The worst rating, 51.59, was posted by Bay Cab.

Companies must bring their average GHGs for newly introduced vehicles in line with the standard on an annual basis or face penalties for non-compliance.

Security Camera Problems Discussed at Safety Hearing

Ongoing problems with taxi security cameras were a focus of discussion at the annual taxi safety hearing, held Jan. 13 at the Taxi Commission.

The camera program is considered a success, as some perpetrators have been caught owing to images captured on the cameras and taxi robbery rates have remained relatively low. But problems have been reported with non- or poorly-functioning cameras.

Taxi Commission staff has asked the MTA to implement new camera specifications. It has ordered the replacement of all Raywood cameras, which are obsolete.

A surprise taxi inspection in December at SFO Airport revealed no outstanding safety violations. But Taxi Commission staff has recommended the addition of two mechanics in the Ground Transportation Unit (GTU) at SFO, and the employment of a hydraulic lift to check the undercarriage of vehicles. Commission staff and the GTU have initiated a salvage vehicle inspection program.

UTW and ALC Propose Medallion Fee to Benefit Drivers

Now that the Municipal Transportation Agency (MTA) has taken over taxi regulation, its an open field, and Proposition K of 1978 is being viewed as fair game. Several proposals have thus far emerged for ditching Prop K in favor of an auction system that would pit driver against driver in a bidding war for medallions. The auction proceeds would create a windfall for current medallion holders — most of whom got their medallions for the price of an application fee — and raise money for city purposes. Smoking in Cabs Is Now Illegal

The Board of Supervisors has passed and Mayor Gavin Newsom has signed into law an ordinance banning all smoking in cabs.

The new law, sponsored by Supervisor Sophie Maxwell, went into effect in mid-January. It prohibits smoking in cabs by both drivers and passengers at all times, whether or not the cab is in service. The driver has the right to refuse service to passengers who don’t obey the smoking ban.

Airport Cracking Down On Illegal Limo Activity

Undercover decoy operations against illegally operating limousines at San Francisco International Airport are having an effect, according to Police Lt. Mark Mahoney.

Limousines are being confiscated and towed and three cases have been referred to the San Mateo District Attorney's Office for prosecution. Charges include unlawful solicitation, trespassing and violations of the state Public Utilities Code.

SFO Taxi Pickups Are on the Decline

The bad economy is having its effect on SFO taxi pickups. Although pickups were up 5.2% from 2007 to 2008, the month of October, normally the busiest of the year, was down 11.3% from September, and the final quarter was off 9.8% from the same period in 2007. The slide continued in January, with a 9.3% drop from the year before. Pickups are still 17.5% below their high in 2000.
