City Authorizes
Limo Waybill Inspections
Penalties
for Violations
Up to $5,000 Also Approved
With the help of Assemblyman Mark Leno, UTW got state law changed to
allow cities to regulate the inspection of limousine waybills. On Jan.
17, the Board of Supervisors gave final passage by a unanimous vote
to legislation authorizing the city to enforce the new state provisions.
Mayor Gavin Newsom signed the ordinance into law on Jan. 20. It takes
effect 31 days from the date of the mayor’s signature.
Supervisor Sean Elsbernd sponsored the ordinance, which will allow police
officers or persons designated by the Taxi Commission’s Executive
Director to inspect limo waybills to determine whether transportation
has been prearranged.
State and
city rules now require nine items of information on limo waybills, including
the name and address of the person requesting or arranging transportation;
time
and date of arrangement; points of origin and destination; and the name
or affiliation of one person in the traveling party.
The legislation also raises penalties for violations charged as an infraction,
and establishes new administrative penalties of up to $2,500-$5,000
for any person operating a motor vehicle as a taxicab without a permit.
It now goes to the mayor for his signature, which we hope and expect
