SFO Surprise Limo Inspection
Finds Most in Violation of Law

A surprise inspection of 84 limousines dropping off at San Francisco International Airport found only 13.1 percent to be in full compliance with laws and regulations governing their operations.
The June 8 inspection was conducted jointly by the California Public Utilities Commission (CPUC) and the San Francisco Police Department’s Airport Bureau (SFPD-AB). The inspections took place at the curbs of all three active terminals.
According to a June 28 memo from Airport Director John Martin to the Airport Commission, 44 of the limos, or 52.38 percent, had defective waybills. State law and CPUC regulations require nine pieces of information on limo waybills for purposes of verifying that transportation has been prearranged.
Fifteen vehicles, or 17.9 percent of those inspected, did not have a valid operating permit. Seven had revoked permits, one had an expired permit, one was non-licensed, two were pending approval and four were suspended for insurance reasons.
The SFPD issued 24 citations to 23 limousine operators for infractions of the airport’s Rules and Regulations and the California Vehicle Code. The airport will take administrative action against those found in violation of airport rules. CPUC staff plans to take further action against operators who have violated the California Public Utilities Code.
The airport plans to conduct more surprise inspections of limousines in the future.
