At
the Taxi Commission
The Taxi Commission meets the second and fourth Tuesdays
of each month at 6:30 p.m., in room 400 of City Hall. Special meetings
may be scheduled as needed. The following is a summary of significant
commission proceedings at recent meetings:
January
24
The commission approved new standards for placing and keeping a vehicle
in service as a taxi. (See p.3.)
It decided not to approve a proposal for back-window advertising on
taxis.
Executive Director Heidi Machen thanked retiring S.F.P.D. Inspector
Farrell Suslow for his years of service in the Taxi Detail.
February
14
The commission approved and sent on to the Board of Supervisors its
budget for the upcoming (2006-2007) fiscal year, anticipating expenditures
of $1.44 million and revenues of $1.57 million.

28
The commission held its annual public convenience and necessity (pc&n)
hearing, deciding not to approve more permits. (See p.3)
It approved a relaxation of the Proposition K driving requirement for
disabled permit holders. (See p.3.)
March
14
The commission re-elected Arthur Jackson as president and Patricia Breslin
as vice-president.
It heard a summary by Bill Barnes, aide to Supervisor Fiona Ma, on Ma’s
legislation eliminating the gate cap and raising the flag drop $1 as
a fuel surcharge. It continued the item to a future meeting. (See p.1.)

28
The commission rejected color scheme changes for two permit holders
seeking to place their medallions with Bay Cab, on account of Bay’s
failure to carry workers’ compensation insurance, pay their color
scheme fee and pay fines previously assessed for workers’ compensation
and other violations.
It heard a presentation by Jean Fraser of the San Francisco Health Authority
and Ken Jacobs of the U.C. Berkeley Center for Labor Research and Education
on providing health coverage for San Francisco taxi drivers. (See p.1.)
It held a discussion on preparation of meeting minutes.
Sgt. Vince Simpson of the S.F.P.D. Taxi Detail reported that the police
apprehended a suspect in a series of taxi robberies based on images
provided by taxi security cameras. Simpson said that only about one
out of every three cameras is providing images.

The commission held a shortened meeting on account of the death of President
Arthur Jackson. (See above.)
It approved a proposal for hubcap advertising on taxis.
It heard a presentation on a private health plan for taxi drivers. (See
p.1.)
